Presumed dead, Oliver Queen returns home after five years on an island in the Pacific. However, his friends and family discover that times have changed, that Oliver is changed. Oliver secretly creates the persona of "Arrow", in order to fulfill his father's wishes, and his first target is the tyrannical businessman, Adam Hunt.

Oliver runs in to Laurel who he finds is prosecuting a criminal with ties to the Chinese Triad, Martin Somers – a name Oliver recognizes from his father's book. When the Triad hears of this they send their best mercenary, China White, to "take care of" Laurel. Meanwhile, Oliver's mother and step-father ask him to take over Queen Consolidated.

Oliver is shocked when someone shoots one of his targets dead. Not appreciating the help, he searches for the gunman, discovering it to be a man going under the alias of "Deadshot". He learns that Deadshot is taking out businessmen who are scheduled to bid at an auction on an energy company and Ollie's step-father, Walter, is one of the bidders. Realizing he can't do two things at once, Arrow enlists Detective Lance’s help, though his plan has serious consequences. Meanwhile, Laurel and Tommy get caught in an awkward situation with Oliver.

Oliver, under the guise of Arrow, teams up with Laurel when the former finds that an innocent man Peter Declan, has been framed by one of the people on Oliver's list, and the two try to prove the man's innocence. Meanwhile Walter asks one of his employees, Felicity Smoak, to look in to a $2.6 million withdrawal made by Moira without his knowledge.

After Oliver is arrested for murder, he tells his mother that he will only let Laurel defend him, and Laurel accepts the case. Though things get tense when Oliver takes a polygraph with Detective Lance. The detective asks if there was anyone else on the island with Ollie, and Oliver flashes back to when he gained his first scar - compliments of Deathstroke.

When the Royal Flush Gang rob a local bank, they seriously wound an off-duty cop. Diggle tells Oliver that he needs to start helping the citizens of the city, rather than always following his father's list. Meanwhile, Tommy asks Thea for relationship advice, but things get awkward when she realizes he's hinting at Laurel. Also, Moira talks to her son about all of his sudden disappearances during family functions.

Meanwhile, Tommy turns to Laurel when he is caught off guard by an unexpected turn of events.

Oliver discovers that after his disappearance, his family ceased celebrating Christmas. In knowing this, he decides to throw the family a Christmas party in order to bring things back to normal. Meanwhile, Tommy wants to spend Christmas with Laurel, but she insists that she needs to spend it with her father, because it's her late sister's birthday. Tommy suggests to Laurel that maybe making a change to things isn't a bad idea, though she's not totally certain about it. Meanwhile, Oliver discovers that someone is murdering the people on "the List" with arrows.

Oliver's confidence is virtually nonexistent after being beaten by the Dark Archer, and so he hangs up his hood for a short while. Though, when Laurel calls Arrow asking for help regarding a mysterious firefighter's death, he agrees to reclaim the mantle, but his hesitation whilst fighting almost costs him his life. Elsewhere, Tommy tries to lift the firefighters' spirits by holding a benefit, and Thea tries to cheer her mother up.

Diggle is shocked when Arrow's next target is his former commanding officer and mentor, Ted Gaynor. Oliver suspects that Ted was involved with recent armoured truck robberies, though Dig is defensive, however takes a job at his mentor's security company to keep a a close watch on him. Ollie decides to do something about Ted, which inevitably faces him against Diggle. Meanwhile, Thea learns that Moira may be having an affair with Malcolm Merlyn. Later, Tommy and Laurel have an awkward dinner with Malcolm.

Oliver seeks the help of an old flame and Starling City's Vice cop, McKenna Hall, after his sister is caught by the police for using the drug called Vertigo. They look to track down its dealer, who goes by the name of "the Count". Meanwhile, Laurel stands up for Thea. Also, Felicity tells Ollie some disturbing news regarding his mother.

When Ollie is shot, he decides to turn to, surprisingly, Felicity Smoak, much to the shock of Diggle when the two enter the lair. As Oliver is on the cusp of death, Dig and Felicity try to save him, as he remembers his time on the island; specifically, when he teamed up with his enemy-turned friend, Slade Wilson.

Felicity tells Oliver he's all work and no play, so he asks Dectective McKenna out on a date. A jewel thief named Dodger hits Starling City and targets someone very close to Oliver. Meanwhile, while working with Laurel Lance, Thea Queen gets her purse stolen by very fast pickpocket named Roy Harper. Moira makes a move against Malcom Merlyn.

Oliver discovers that Deadshot is still alive, and his next target is none other than Malcolm Merlyn. Malcolm invites Tommy to a special benefit honoring him, but Tommy is hesitant to make an appearance. However, Oliver tries to convince him otherwise. Meanwhile, Ollie struggles with balancing his newly-renewed relationsip with McKenna Hall and his night job as Arrow.

With his night club set to open and a new romance brewing with McKenna, Oliver is as happy as he's been since returning to Starling City. But when Oliver's ex, the Huntress, suddenly returns to town, she threatens to destroy everything and everyone he cares about. Meanwhile, Laurel and her father struggle with the return of Dinah Lance who claims she has proof Sara is still alive. Thea gets Roy Harper a job at Oliver's club, but he's not too inclined to stop his life of crime. Oliver and Tommy are thrilled they were able to get Steve Aoki to play at the opening of their new nightclub, Verdant.

An angry resident of the Glades who calls himself "The Savior" embarks on a kidnapping and killing spree to punish those he believes have wronged the residents of his neighborhood. To make things worse, he broadcasts these murders online and claims he was inspired by Arrow's vigilantism. Oliver is horrified by this statement and vows to stop "the Savior", but his manhunt is intensified after Thea comes to him in tears and tells him Roy has been kidnapped. Laurel is surprised when her father starts to believe her mother's claim that Sara is still alive. Meanwhile, Malcolm tells Moira to find the person responsible for his attempted murder.

When a young woman meets a violent death after partying at Verdant, Detective Lance and his new partner, Detective Hilton inform Oliver and Tommy that she was on the drug Vertigo. Oliver immediately pays a visit to the mental institution where "The Count" is locked up, but finds he is in no condition to deal drugs. However, when The Count escapes and Starling City is flooded with even more Vertigo-related violence, Oliver and Diggle make it their mission to track him down. After Detective Lance uncovers incriminating evidence against him, Tommy goes to great lengths to clear his name, and the fallout from his actions leads Tommy down a new, unexpected path. In a flashback to the island, Oliver recalls the lessons he learned from Slade and Shado.

Deadshot returns to Starling City after taking down a U.S. Ambassador and six others overseas. By keeping tabs on A.R.G.U.S's manhunt for the assassin, Oliver, Diggle, and Felicity learn that a sting operation is underway to capture Deadshot – alive. Diggle is determined to see his brother’s killer dead, with or without Ollie's help. Meanwhile, Laurel takes drastic steps to protect a young witness, exacerbating friction between Tommy and Oliver. Later, Roy Harper unconventionally pursues all leads to find his new hero, but runs afoul of Detective Lance. Back on the island, Oliver recalls how Shado helped him incrementally gain confidence with a bow and hit the target for the first time.

A boxset of the first season, titled Arrow: The Complete First Season, is expected to be released on DVD and Blu-ray on September 9, 2013.[4]
